		<description>Having done clerical work in a paper-based hospital, I agree with Simon Howard - but not for the same reason. Trawling through the paper stacks was slow, labour intensive, and prone to mistakes. The gains to be had overhauling this system are easily worth 12 billion quid, even without the medical advances.</description>
